Dynamic Schedule Management: A Team Approach to Increase Worker Performance & Reduce the Risk of Cost and Schedule Over-runs

Shutdowns, turnarounds, and outages (STOs) are complex projects, difficult to schedule, and even more difficult to control. A typical outage may contain as many as 100,000 direct wrench hours, 20,000 activities, 500 resources, limited work areas, and demanding outage windows. To safely and efficiently execute each activity, while maintaining quality performance, a method of real-time scheduling must be implemented.

This session will demonstrate how Dynamic Schedule Management (DSM) techniques will replace traditional project scheduling methods. It will explore how to establish realistic plans and assign Performance Factors (PF) to increase worker performance, decrease cost, and reduce the risk of schedule over-runs. Join this session to hear about the following themes:

• Establishing key performance indicators and targets
• Using benchmark estimates for job plans
• Understanding friction time and productivity factors
• Programming versus scheduling (Dynamic Scheduling)
• Receiving accurate and timely activity status from the field
• Maintaining control of shift reports
• Trending and performance analysis
• The Dynamic Trio (STO Navigators)

Lessons:
• By employing the leveling function (driven by activity codes), WBS, and calendars,
  a method of Dynamic Schedule Management can significantly increase the
  safety and efficiency of the workforce
• Learning the difference between planning and scheduling, in conjunction with
  the power of the scheduling software, a planner/scheduler can produce a realistic
  shift report within minutes of receiving field updates
• Planners/schedulers can program the computer to produce realistic shift
  reports and earned-value reports for project controls, allowing us to react to
  changing conditions in real-time
